The undersigned organizations wish to express our full commitment to the project "Minimum Budget Law for the Preservation of the Glaciers and Periglacial Environment" passed the House of Representatives in meeting of August 11, 2010 (known as the project agreed between Senator Daniel Filmus and Deputy Miguel Bonasso). This text contains all the elements necessary to establish an effective system of protection of glaciers and periglacial areas and a monitoring system and their status.

There is general agreement worldwide on the fundamental value as much glacial periglacial area have reserves of fresh water as well as on the urgent need that requires protection against high environmental impact activities that could produce irreversible damage on them.

The scope and tools arising from the partial approval of the House are essential for the immediate and adequate protection of water reserves and mountain ecosystems in which we find the presence of glaciers and periglacial areas contributing thus to support local and regional economies.
It is vital that the National Senate promptly approved the project, as sanctioned in the Lower House, to provide not only the necessary protection for these vital resources, but also an effective strategic planning for a sensitive area environmental value such as the Cordillera de los Andes.
